Not soap ! - sponge the area with warm water or a proper dog-shampoo (used sparingly). If in doubt, consult the vet. If it is an allergy, perhaps you can think back to when they first occurred and identify something ?

Is it normal for Tri's to have black spot on their skin where the white fur is? Nike doesn't have any and he's red/white, but I don't remember if Mia had them when she was a puppy or they just kind of showed up?

sounds like they are just freckles all dogs have then, Tiggy's got freckles too, and Reggie, he's got lots

Our 2 red and whites have black spots under their fur, the male more than the female. It looks like their skin is just black in some areas, in fact, the male looks to be almost all black under the red areas of his fur. Their sire was a Tri and dam a red and white, so maybe they picked up the skin color from him?

Yup just freckles. My tri has them on his belly on some parts of his back- I think it's so cute!
