Have you contacted vet offices and low cost neuter/spay clinics? Since he is intact and someone may be keeping him, the finder may go and have him neutered.

I picked up a pair of basenji rescues in WV Sunday evening. At the City Paws vet on 14th St NW, around 6pm, a vet tech took the female out for a walk and she escaped him. She is running around DC without tags, afraid of people, completely lost with no idea where to go. She will hopefully respond to her bonded male. If anyone sees a tri-color (black, white, and tan) Basenji – who may be pregnant -- please do not try to chase her, as she will flee. Call me at 202-270-8447 and let me know where she is sighted and I'll bring the male with me to see if she'll come to us. She does not respond to her name, Vickie, but she may recognize it if you just speak calmly to her. It is going to be in the low 20s temperature tonight and we really need to find t his girl.
