Not soap ! - sponge the area with warm water or a proper dog-shampoo (used sparingly). If in doubt, consult the vet. If it is an allergy, perhaps you can think back to when they first occurred and identify something ?

@chenke thank you for your input! When I went to the vet, they had a shorter and more flexible plastic cone. The one I had was from them but from long ago. It definitely was from a plastic that is more able to brake. She's more content with this cone.

does he lay in the grass? ant bites or sensitivity to the grass on the skin, ever sit on the grass yourself and get those funny red spots and or indentions? maybe the same thing or him laying on a rug that has been cleaned with something he may be allergic to? If they do not clear up in a day or two or get worse; definitely see a Vet!

@Moth: Have you ever tried an obedience class? It might be a great place to start. It sounds like your dog is space guarding. http://ahimsadogtraining.com/blog/resource-guarding/ was just going through some old threads, and came across this one-Moth, I like your style and advice-esp this link!

I agree Pat-no pumpkin when they are having tummy troubles. Plain Yoghurt is also good.
