Have you contacted vet offices and low cost neuter/spay clinics? Since he is intact and someone may be keeping him, the finder may go and have him neutered.

There is a Tri Male B in the San Bernardino County-Devore Shelter. The picture does not show the tail only the head with partial body. It looks like a PB.
He is on www.petharbor.com and his number is A484358. He is listed in the lost pets. He has been there since 2/15/11.

But did learn one good thing, the BYB that has been hijacking the "Cambria" name for years did not have any litters this year.

Just called about “L’’ (we name alphabetically when they have no name). He is in quarantine since he chomped somebody trying to catch him. Strange how that happens. Anyway he is available on the 25th and we may have to plead for his life. Just hope for the best and we will do everything we can to get him out of there. He looks a bit older than 2 from the picture. Dan's beloved Buddy came from the same shelter!!
I hope this guy gets pulled through to safety!! I couldn't blame any dog for chomping if they were trying to escape the grabbing hands of a total stranger…
